Since Listserv has so many configuration parameters, it would be impossible
to cover every combination in an example.

As for putting "every subscriber be on review", that is virtually the same
as a moderated list.  So a moderated list can be specified in two ways:

Send= Editors,Hold,Confirm

or

Send= Private,Confirm
Default-Options = REVIEW,...

Both can use the Editor= and Moderator= keywords.  In both cases, postings
from a subscribed address are sent to the moderator(s) for approval.  The
primary differences are that postings from a non-subscribed address are also
sent to the moderator(s) for approval in the first case and are discarded in
the second case.  Another difference is that in the second case, a
subscriber can be changed to NOREVIEW, effectively "promoting" the
subscriber to an Editor in the first case (assuming that the Moderator=
keyword is used).  You would have to add the address to the Editors= keyword
list in the first case to take the user off review.

The purpose of the command:
QUIET SET listname REVIEW FOR *@*
is to change settings to REVIEW if you are changing a list of the first case
into a list of the second case.

The purpose of the command:
QUIET SET listname NOREVIEW FOR [log in to unmask]
is to "promote" a specific user to a kind of editor status.
