OK, Marty, point well taken.  Use 0.0.0.0 or some such.  The point is to ENSURE
that EVERY isp takes the obligation not to originate spam with DEADLY
seriousness.  Dead as in not-in-business-anymore.   If I were an ISP I think I
would write into my agreement a definition of spam and say that if you violated
it I would incur extensive business expenses (as I would to get all the DNSs
restored), and that the charge to you would be $100K.  Then I would go after
you to get it, and you can believe I would get any assets you had that were
attachable.
 
On the other hand, maybe we should prevent spam technically?   Eric thinks he
can keep ahead of most spammers and I think he is right.  And ISPs can
construct mailers that limit outgoing mail from an account to 10 per day or so.
 Now to see if they can be motivated to do that.    Dave
