Help setting list up for Renewal

My list has been up for a long time.  I decided that it was a good time to have
everyone renew -- for various reason.  I changed the list header and added the
RENEWAL = 94/03/31.  Well, March 31st came and went without any renewal
messages being sent out.  Can someone tell me what else I have to do?
