I have been asked if there is some way to change our discussion list
protocols so that when one member answers another, the response doesn't
necessarily go to the entire list.

Like below, is it a question of the mail system that one uses or a
configuration of listserv.

Some email systems already have this feature available.  PINE, for
instance, offers the option.  When someone answers by R[espond], a prompt
appears asking whether the message should be sent to all recipients [Y/N].
