   I think the answer is clear: send  out one post to the list.  Explain
the situation (clearly and unbiased) in your own words.  Also explain to
the list why you are taking the action you are.  In this, point out that
the encoded files are long and, possibly, only useful to a few people on
the list who know what to do with them.
 
   Further, explain to people that the traffic that will be added to the
list may drive  some people away from it and  ruin an otherwise peaceful
list, in your opinion.
 
   Doing such will put you in a good light and take a lot of wind out of
the troublemakers sails.
 
   As was said already, let them start a list of their own.  It will get
bogged down in no time.
 
   People on  the list  will then respond  to you in  private or  on the
list.  If people  complain about what you are doing  en-masse (that WILL
NOT happen),  then you may consider  a compromise.  Else leave  it as is
(and say this after you give people a week to respond to you).
 
   As for  the censorship issue,  please keep  in mind that  many people
confuse  censorship with  other  things.   If you  are  cutting him  off
because  of  his  views  on  something, that  is  one  thing  -  clearly
censorship, but  if you are protecting  the list from being  bombed with
encoded files, that  is not censorship.  So don't worry  about that - it
is sort  of like having  security at an  airline terminal -  keeping the
terrorists out at the expense of people being able to walk every inch of
the earth.  Well justified.
