The extra comma is a place holder.  There is no setting for "time:, so the digest
goes out whenever.  I'm not sure when the default time is.  It is needed or the
server would have a cow and think that the size was the time. Here is the syntax:

Digest= Yes,where,frequency,when,maxsize
