Anyone listed as OWNER can set his options as he pleases, he need only
send a   SET listname POST   from his subscribed address which is also his
OWNER address.  If the addresses are different he'll have to send a
SET listname POST FOR [log in to unmask]  Or, you could do it for him.

However, that might not guarantee that he can post; depends on other things
in the list header.
