The Owner needs a way to verify all the current settings for any user, including
if they have been set to one of these owner-only options.  The only way to do
that now is with the QUERY command, which shows all option settings, and makes
no separation between those set by the user (or owner) and those set only by the
owner.  The same is true of the subscriber options edit page in the WWW
interface.  The code changes necessary to generate 2 different responses to the
QUERY  command (one for the user and a different one for the owner) is not a
high priority on the schedule now.  There is a chance it may not ever be
implemented, but your request has been noted.
