This is typical of long-time VM servers which have switched to the TCP/IP
version of LISTSERV  but still have some BITNET-specific code  in a local
exit (LSV$PW). This is an exit which allows you to filter PW requests and
if it reports a system error, LISTSERV aborts the command.
