This solves most of the usual "bounces" back to PUBLIC lists.
 
Other "spamming" userids can be added.  But this will solve
your immediate problem.
 
While you are at it, try to determine which list subscriber
at upenn.edu is (in)directly causing mail to bounce e.g.,
 
Q list FOR *@*.UPENN.EDU
 
then "nuke 'em"
 
Also, you should feel to complain to [log in to unmask]
about their not respecting the "RFCs" on such matters.  As far
as I can tell, you're real lucky that a mail loop did not occur.
