There are about three dozen lists on that server using Owner or Owners
access successfully.  Set it to what you want and test it via mailed
gets, not the WWW interface.  I'm not sure what the specific criteria
are for updating the WWW stuff, but it might be overnight in some cases.

As a last resort have one of the site listmasters look into it.
