They are probably misusing the term 'header'.  LISTSERV allows for a
TOP_BANNER and/or BOTTOM_BANNER to be defined in the <listname>.mailtpl
file (or by the List Maintainer in the Default.Mailtpl file for all lists
on the site).  Some lists (notably some hosted by Lsoft) use these
banners for unsubscribe instructions.
