Add this line to the list headers:
Default-options=Repro
 
If you want to turn repro on for the people already subscribed,
you can send the command 'set listname repro for *@*'.  I've found
that 99.9% of the subscribers want REPRO=YES and ACK=NO.

I think the answer is yes, but I can't tell you how to do it for
LISTSERV files.  Because of lack of space at the remote site that
is already being quite generous to let me run lists there, I keep all
the files here on a Unix system in ftp space.
