I have had reason to be alert about new subscribers.  I came up with the
solution by revising the automatic message that goes out to new subscribers
by telling them that, to get posting privileges, they must send me certain
information (address and telephone number).  Upon my receipt through a
listname-l- request message and approval of it, they will be given posting
privileges. I assure them the information will be kept confidential.
Further, I inform them that if they do not want to post, they may remain as
a nonposting subscriber and get the messages.   I have had about 150
subscriptions since that time, and the only problem I have is that the
"address" file keeps growing.  About 50% at the present time are sending the
required information.  Since the list is already larger than most lists of
its kind, it is working just fine for my purposes.

There may be some easier way.  It is not onerous in that when I get a
"request" message with the required information, I don't bother to check the
subscription but just set the subscriber to post and transfer the message
from the request folder to the address folder.

If anyone has a better suggestion, please let me know.
