The server at mail.dlhost.com is the one refusing to relay mail to your
subscriber.  Without knowing the full address of them it's impossible to
tell if it's their own mail provider or an intermediate one.

Contact the administrators of mail.dlhost.com to find out why.  I sometimes
find that the refusing domain is actually a secondary MX (because the
primary was offline or unavailable) and they either aren't aware that
they're secondary (nobody told them) or they stopped relaying a long time
ago and didn't update DNS.
