That is true, but if you are doing reviews of people you should explicitly
define an Editor= user@address  (cannot be just 'Owner') so LISTSERV will
be sure to send the msgs there for approval.

You do not need to set Moderator= unless you are planning a fully moderated
list.  Note that all Moderators also need to be Editors, but not all
editors need to be listed as moderators.
