There is a DIGEST size subparameter that determines if a partial
digest is "cut" before the frequency of distribution.
 
This is not the same thing as a HELD list.

The number of messages handled each day varies greatly between lists; if
the number is large, the Digest keyword can be used to enable listowners
and users to receive one large file containing all the messages for a
specified time period.  Once Digest has been enabled by the listowner,
users may select it via the Set command (Set LISTNAME Digest).
 
The default is 'Yes' if the list is archived, and 'No' if the list is
not archived.  If the value is 'No', the other parameters are not used,
so they need not be specified.
 
The second parameter specifies a disk or directory where the digest will
be stored, such as 'Same' to indicate the same location as the list
archives.  The third parameter indicates how often the digest is sent
out; the default is 'Daily', other values are 'Weekly' or 'Monthly'.
 
The fourth parameter is optional, and defines the time when the digest
is to be distributed.  For daily digests, specify 'HH:MM' or just 'HH'
in the 00-23 scale.  For weekly digests, specify a weekday, such as
'Tuesday'.  For monthly digests, specify a number from 1 to 31.
 
The last parameter specifies the maximum size the digest is allowed to
reach.  Once a digest reaches that size, it will be sent out even if it
is before the specified time, and another digest will be started.
