[QUIET] SET listname-l REPRO NOACK FOR subscriber

subscriber can have wild cards,  *@* hits everybody.  quiet is suggested
for the everybody case.

To make it a default, put in the list header:

* Default-Options= REPRO,NOACK,etc etc

but this default only affects new subscribers,  the SET only existing
subscribers.
