You can use the Renewal function (with Probe) to send it out every so
often to people who have not posted in some time. But if you want it
to go out to everyone regardless of whether they are active on the
list, you have to send it to the list. (Or get your site to get
LISTSERV Maestro, but that might be overkill if sending repeating
emails is the only use you have for Maestro).
