Delete the NOMAIL subscribers and let them start over.

RENEWAL processing is listwide EXCEPT for those whom you have SET NORENEW.
Of course that could be the DEFAULT-OPTIONS, and you then could manually
SET those who are NOMAIL to RENEW.

Or you could abstract the userids and send them each a warning: some e-mail
might even bounce (or loop ;-)).
