We have a new list that is on 1.8d beta. I have used bulk adding in the
past successfully with having a Welcome message sent. But just now it didn't.

It resulted in:

> add LC-A dd=x
Grant Magnuson <[log in to unmask]> has been added to the LC-A
list. No notification has been sent.

ADD: no error, one recipient added, no entry changed, no duplicate, none
forwarded.

But no welcome message sent (or received). We consider this essential when
adding new subscribers. For now we will have to cut-and-paste and issue a
lot of ADD LC-A commands. :(
