Its confusing because ListServ has 2 filters that, In spite of using the
same name, are totally independent of each other.

I think Peggy is referring to the "Filter=" listserv header keyword, an
example of which is:

  * Filter= Also,*@anon.penet.fi,netnews@*,postmast*@*,*daemon*@*,
  * Filter= *@*.BIZ,*@YETANOTHERDOMAINNAME.COM,[log in to unmask]

While Wayne I think is referring to the >>> CONTENT_FILTER section of
the default or list mail template file.  An example:

   >>> CONTENT_FILTER
   Subject: CHINOOK-L Digest
   Action: REJECT Please change Subject line to reflect the subject of the
   post you  are replying to.
   Subject::
   Action: REJECT Please resubmit with a non-blank subject.
