This is a contradiction...  ListServ takes the first one.  Make it

* Send= Private, Editor, Hold

That way list members can send, editors can send and anyone else it Holds
for an OK from the Moderator(s)
Also instead of Owners make it Owner, that'll confuse listserv.  As well
as the below line...

> *  Editor= [log in to unmask],(madness)
                              ^^^
It sees that comma and thinks (madness) is another Editor's e-mail
address.
