Depending on the version of Listserv you are using, (I use 1.8c)  You should be
able to "give" anyone you want the welcome message.  The syntax is as follows:

give listname.welcome to [log in to unmask] pw=xxxxxx

The period between listname and welcome is essential.  I suppose that there
might be a way to batch it - but I'm not real great at batch commands.
