How to cripple LIST GLOBAL

Our system is getting spoofed a lot recently with LIST GLOBAL commands.
Do I have a choice of crippling this?  I've had several instances of one
user requesting this list 1000 times.  Not sure if the spoofer is trying
to slow our site down or simply fill someone's mail box.
