I interpreted your question to mean that subscribers on the USERS list
should
be able to post to the other lists, but that there are no other
cross-posting
requirements. If that is the case, use the following configurations:

USERS list configuration:
        Send= Private

ADMINISTRATORS, DEANS, and DIRECTORS list configurations:
        Send= Private,(USERS)
