I don't have a list per se but the basics of the way the command filter
works is that it searches only the first line of a message for words that
appear to be LISTSERV commands.  However the filter is fairly conservative;
for instance it will not reject a message that contains "subscribe" in
the first line, but <will> reject a message that contains "signoff" or
"unsubscribe" in the first line.  The simplest way around your dilemma
is to make sure that the first line of your message just says something
like "Here is a list of commonly-used LISTSERV commands:" and then put
the command descriptions on the following lines.

And no, Filter= has nothing to do with this.
