Mail versus Web Templates

We recently upgraded to 1.8d and added a web interface (which I
love).  However, I've noticed something confusing -- if I PUT a mail
template for a given list via email, it doesn't show up in the web
interface, and vice versa.  Am I doing something wrong here?
