This is called "self-moderation" and it is documented in 2.13 of the current
list owner's manual.  The "listname" in the parenthesis is the name of the
list, not the literal "listname", e.g., (MYLIST-L).

You could also try

* Default-Options= Review

meaning that all new subscribers are automatically placed on REVIEW
until you decide that they are legit and you manually do a "SET listname
NOREVIEW FOR user@host".
