If the anonymous user chains three or more remailers together, and applies
PGP encryption at each point in the chain, then the origin of the mail
*cannot* be traced.

That would be anon.penet.fi, which is still in operation. Abusive e-mail
received through it should be reported to [log in to unmask]

So anonymity should only be available to people with the ability to pay
