Set

        Default-Options= SUBJECTHDR

in your mailing list's configuration.

The above only affects new subscribers.  Old subscribers will have to
switch over themselves (if they want to), or if you want to impose it
on them you could issue a

        quiet set listname subjecthdr for *@*

command (I would post an announcement to the mailing list about this
before doing so however).
