E-mail to users within 'DELPHI.COM' is funnelled through two servers:

    BOS1H.DELPHI.COM (192.80.63.10) the "primary" mail-server, and
          DELPHI.COM (192.80.63.7 or 192.80.63.5 or 192.80.63.1
                  or 192.80.63.4 or 192.80.63.8 or 192.80.63.6 or 192.80.63.9)

When I use the 'PING' command, I find that each of these hosts does respond.
So, these hosts are "up", and "connected" to the Internet.

When I use the 'TELNET' command, I find that each of these hosts does respond.

The 'BOS1H' host is "timing-out", i.e., refusing to establish a
connection for transmission of E-mail, after 60 seconds of waiting.
The ....7 address just timed-out.
The ....5 address just timed-out.
The ....1 address just timed-out.
The ....4 address just timed-out.
The ....8 address just timed-out.
The ....6 address just timed-out.
The ....9 address just timed-out.
Sigh!

So, it must be an "internal" problem, or a deliberate action on their part.
Sort of telephoning their Help Desk, there's nothing you can do.
