The ACK tells you how many subscribers the item was actually distributed
to, it does not count people set NOMAIL or DIGEST or INDEX as the item
was not distributed to them. REVIEW tells you many people are subscribed,
regarless of how their mail options are set.  Unless everyone is MAIL
the two will be different.
