listserv.bsu.edu  has a public MX record of  mailhost.bsu.edu  which is
actually  portal.bsu.edu.  I was able to get a response from LISTSERV, so
from the "outside", everything seems to be working properly.

In your particular case it seems your message was directed to
EMAIL7.bsu.edu, perhaps your outgoing SMTP host for your mail client?
This server does not recognize  listserv.bsu.edu  as being local and will
not relay the message to that server. This is a configuration issue on
EMAIL7.bsu.edu.
