Given your second question, you seem to have figured out the first
already :-)

"Respect" says to respect any "Reply-to" header that may already be
in the original post.

You want Reply-to= List, Ignore

However, even that is not guaranteed to work 100% of the time.
LISTSERV will create the right mail headers, but not all client mail
products do the right thing with them (and of course, you have no
control over the sender overwriting the to: field in their mail
software). So ultimately, it's up to the individual posters and the
mail software they are using.
