Hi I have a quick question: what's the difference between web template and email template?

We want to use a customized layout for a one-way announcement. Is there a tutorial for how to create and use a customized template? Basically I was able to get to the point to create the layout but am having a hard time to use the template. Also, is there a testing feature?
