In 1.8b Manual it says that a new digest will be started when an added
message makes the line count trip over MAX_LINES...
 
Ie if Size(1000) an acutal count 999 the next message is 100 lines, it
will be included without split making a 1099 digest.
 
For Juno limit is 60k so what would be a good figure ?
61440 / 70 = 877 so 900 or a 1000 lines ? I guess it depends for each
list but for BLUES-L it would mean 2 to 3 DIGEST a day ... With a big
Juno sub-base it would make sense
