LISTSERV 1.8e offers a web interface for moderation.  However there is no way
to suppress the sending of the approval-request email.

You MIGHT set the Moderator= address to a "black-hole" account, but then when
you log into the WWW interface with your regular user/editor address (which
would of course be different) you will see "no messages for moderation"  until
you check the box for "All Moderators" and hit Refresh.  So this is a bit
cumbersome to accomplish what you asked for.
