No, in 1.8b, he's absolutely correct.  MAIL/NOMAIL simply toggles delivery
on and off.  DIGEST/NODIGEST turns DIGEST on and off, and for VM, INDEX/
NOINDEX turns INDEX on and off.  This was a change from, um, either 1.8a
or 1.7f.
