No.  16.0-2014a has a build date of (I think) 24 April 2014.

8 May 2014 is the 32-bit build, 13 May 2014 is the 64-bit build.  Both
versions/builds are 16.0-2014b and are otherwise identical.

The '2014b' build has a more robust implementation of the DMARC "fix".
