Far as I know, subscribers have no choice.  The list has top and/or
bottom banners or it doesn't.  If it has them, everyone gets them,
as established for that list.  Not an item settable by the subscribers:
they are totally at the mercy of the listowner.  You have them or you
don't.  If you have them, everyone gets them.    Douglas
