Happy to say that this works as you might expect.
Subscribers can send, people from the service area have to confirm
and non-subscribers outside of the service area are rejected.

Since the docs only talk about Send= Public,confirm,non-member, and
Send= Editor,...,non-member, I wasn't sure.
