List owners make no approvals.  Editors/moderators do.  They may be the same
people/addresses but they must be separately declared as Editors/Moderators for
them to have the approval power.

Perhaps if Don Good had written it this way it would be clearer:

In the above settings, any of the Moderators can approve a message.
