   This means that most likely [log in to unmask] sent a GET SBJCNET
(HEAD command to LISTSERV to GET the header -- which locks the list.
Since the date is December 5th 1996 I would think it would have been
noticed before this as no one can SUBSCRIBE while the list is locked.
 In any case, if you are sure that they are not making header changes
currently then you can simply unlock the list via the UNLOCK SBJCNET
command.
