        Review= Owners

will make it so that only the list owners can get a list of subscribers.

        Default-Options= CONCEAL

will do this.

The above settings would be put in the mailing list's configuration
using either the web interface (from the main mailing list management
screen click on 'Configure') or via email using the methods described
in section 2.8 of the List Owner's Manual.
