As Charles Oriez suggests, our situation is entirely different than his.  Our
lists are all related to people who are adopting or have adopted children from
Eastern Europe, primarily the former Soviet bloc countries.  We don't have an
organization, other than our list subscribers.  We don't have any paid staff.
All of our officers and listowners are unpaid volunteers.  We have about 12,000
total subscriptions to our lists.  We don't have any databases or membership
lists to check against.  For most of our subscribers, their first contact with
us is when they go looking for adoption resources, find our website, and
complete our online subscription registration form.

The subscription questionnaires are primarily to verify that the person meets
the target criteria for the list.  For example, that the person is a
post-adoptive parent if they are trying to subscribe to one of our
post-adoptive lists, or that they are single if they are trying to subscribe to
our list for single adoptive parents.

Out of our 8 lists with questionnaires, only one listowner is currently
responsible for 2 lists.  The other 6 lists each have separate listowners.
Probably the highest number of questionnaires received in a day is 5, with most
days far less than that.  So, volume is not an issue.

As I read Susanne Lamido's original message, it sounded like her situation was
more similar to ours than to Charles'.  That is why I was suggesting our model
to her and explaining how we had the commands configured in the ADDREQ1
template, which is what she seemed to be asking.
