ALL is not a separate and definable TOPIC per se, but a pseudo topic.  Any
one that has has SET their own subscription to any the the explicitly
defined topics will get it.  Unless you have set certain subscribers to
REVIEW or have a moderated list, that is the "price" of freedom:
responsibility.

Assuming you are set up with SUBSCRIPTION= OPEN,CONFIRM, EDITOR=
you,(list), and SEND=EDITOR, a WELCOME file that defines acceptable
behaviour, then it should not be a big problem that requires rigorous
re-action.
