That would address DMARC for mail sent from the Listserv host itself. The p=none tells the receiving server to take no action (quarantine and reject are the other options). Of course, that is still voluntary on the part of the receiving server. If you run your lists normally, then the DMARC record for the domain of the sender to the list applies, since Listserv does not normally rewrite the From line.
