Ditto what I said in my previous post.  How can we expect all our users to
subscribe to this list if some of our own (that is, we listowners) don't
even know about it?  And do we really expect them to read about every new
SHEPLIVR (sheep liver) mailing list when they're looking for only one
narrow field of interest?

I do subscribe to it, and you are correct that it is only for new groups.
It is loosely moderated.

This too is correct.  There is a rather rigid (though seemingly unenforced)
protocol for postings to the list which is distributed in the subscription
receipt.
