I think you need to clarify the nature of your moderation
(that means different things to different people).  Who or
what are you trying to control?  Are non-list members able
to post?
 
There is a "virtual" listserv concept of semi-moderation:
no editor involvement (usually) for subscriber posts.
The subscriber list might be open, closed, or by_owner.
 
How many subscribers are there?  Are they a chatty crowd?
Are they e-mail literate?  Are they newbies?
All this matters when guestimating time.
